1960s Troop Camping Award. From the mid 1960s Leaders Guide:

Troop must spend at least one week in camp under its own adult leadership. 60% of registered boys (as of June 1st) must attend camp. Troop leadership plans, organizes and executes its own program in camp. Troops having 50 or more registered Scouts in camp need not meet the 60% requirement.
