At some point in the 1980s TAC turned to a new manufacturer for its standard CSP, and the new background material was not as stiff as T-1a and the color was royal blue rather than light blue. T-1b remained the standard TAC CSP until 2000, when a new, more colorful CSP was introduced for the council's 50th anniversary.
