A cautionary tale- A few patch-collecting lodge members thought it would be a great idea to produce an "Exceptional Service" flap in a very limited edition. Once the flaps were produced there was controversy over who might be "deserving" of receiving such a flap. The controversy was resolved by selling the flaps for $200 each, but not before some of the folks that thought an "Exceptional Service" flap was a great idea quit the lodge. Since this controversy the lodge policy has been that any flap that is produced needs to be available to every lodge member.
