this flap was made at the request of the Council Office to match their new color-scheme CSP. this flap allowed the Lodge to keep their historical green/yellow flap as a restricted flap with one issued after completing your Ordeal and then one per year after that. this flap in essence created a "trader flap" for the Lodge to help promote patch trading/collecting amongst Lodge members
