This issue was unknown to myself, Larry Lane, until after arriving at the Jamboree. This set was created by the Scoutmaster of the Contingent as a gift for those who made significant contributions assisting the Jamboree Contingent. 20 were made to be distributed at the Scoutmaster discretion. This was reported by an Assistant Scoutmaster of Contingent as being approved by the 296 LEC prior to ordering. Even though at this time it appears that these were approved by the LEC in accordance with Patchvault guidance for lodge listings this is being listed as a Q. Patchvault advises all listings of 25 or less total quantity to be listed as a Q. In the past we have used Q to designate council issued OA memorabilia that was not approved by the LEC or Key 3. That does not seem to be the situation for this patch.
