  an attempt by the council to start a virtual recruiter program. A flyer was put
  out to promote the program and on the flyer there was an image of a council strip
  and flap with this design. None of the patch showed up from 2020 through most of

  item was approved by the LEC or not. However, when this item first appeared on eBay
  questions were asked to many long time advisors of the lodge, some of whom were
  active in 2020, and none of them remembered the patch. The only thing people remembered
  was the flyer put out by the council mentioning the program, and even that was only
  vaguely remembered by a few individuals. It was discovered that the patches appearing
  on eBay at the end of 2022 and start of 2023 were actually coming from the staff
  advisor who was employed by the council in 2020. It is assumed that she was the
  one who ordered the patches prior to her leaving scouting employment in 2021?. It
  is believed that she has the entire loom run of 250 patches and none were earned
  by lodge members. The only examples that have been seen were bought from this ex-staff
  advisor through her eBay account: served_cold. Since the vast majority if not all
  of these patches have been obtained from a private individual who at the time of
  distribution had no ties to the council or lodge they have been deemed a private
  issue.'
