This flap was manufactured in 1998, but the design was not what the Lodge had ordered. The vendor produced a flap that resembled the S-18 flap, but the Lodge was expecting a design like S-19. They were purchased by the Lodge to keep them from becoming vendor samples. This flap first appeared when it was sewn onto the front of a light blue trucker hat - these hats were given to the 1998 NOAC contingent. The flap was released as a patch to the Lodge prior to the 2001 National Scout Jamboree.
