Description (none) The overall design is the same as the S4 with some color changes.
History (none) There are multiple stories about the history of this issue. One is the patch company screwed up the colors. Another is that the FDL was purposely changed to Red to offset the light blue in a UNC vs NCSU friendly rivalry amongst the Council leadership. Either way this has been one of the harder to obtain issues from the Council over the years.
