This issue was an error. The patch company was supposed to use the T2 as a template, remove the wording "North Carolina" and add "1977 Jamboree" and then add the "NC" on each side of the Cherokee figure. Somehow the Jamboree piece didn't get added but the NC did. The council kept these but reordered the Jamboree issue.
