2008 Friends of Scouting, "Courteous" issue. Design is based upon Norman Rockwell's painting "A Friend in Need" that shows a Cub Scout helping a Boy Scout bandage an injured dog's paw. Fifth of series to be issued one per year for twelve years. Requires minimum donation to Council.
