First issued in May of 1995. Identical to S15, except that all thread in the patch is black. Each color in S15 is a unique thread direction in S16.
Created as a fundraiser, only 200 of these numbered “Ghost” flaps were manufactured. Sold for $25 each, the profit from the sale helped fund Council Camping Committee scholarships. The money will help Scouts, who would not otherwise be able to attend camp, go to Tomahawk.
When sales were started at the Winter Banquet on 1/14/95, the patches were not yet available. Instead, certificates were sold showing the number that would be on the patch that was finally delivered. In June the patches, that matched the certificates that had been sold up to that time, were shipped out via Registered Mail. A few remaining patches were sold at the Fall Conclaves in September. A list of who purchased each patch was generated. No individual could purchase more than 3 patches.
